Michelle and Neb,
Thanks for the replies. Michelle, I had the 'allow set region water height' set to my av's UUID and the allowable threat level set to very high, so I don't think that was the problem.
I suspect Nebadon is correct, which is a shame, because I really wanted a Lake on a hilltop~ :)
