I currently rent a VPS, which pretty much hosts my email server and OSG. the OSG server is 12 regions, using MySql. I'm thinking, I could turn this over to 13 RPi machines, for the cost of 18 month rental. 12 Rpi would host one region each, and number 13 would host the MySql server.

I know that it can be done (RPi 3B+ would be used), but what is the capacity? Tests on my VPS have had 30 AVs present (should go to 40 - but there would be lag). Assuming that it will all be wired on a 70 MBs connection, could I even come close, or am I gonna bomb at 5 - 6 AVs.

For info, rootfs for each would be on a USB 1TB HD via NFS, so microsd limitation is not an issue.

EDIT: Now I think about it, I would have to go PoE, so add in the cost of PoE hats and a suitable switch, say 2 - 2.5 years worth of cost.
